look at the video closely, its imposible to fire 4 bullets in 1sec duration not unless its 4 shot but if u look closely the fired bullets are seperately + hes lagging but in the tab hes not

as far as i know the delay of his firing system is unusual and not exact in normal delay of sniper which means hes using a type of sniper bug, may he get the punishment he deserves for his action even in my bad fps video u can see the difference with normal use of snipe
