suggestion to chargeback bans

Say for instance player 1 gets banned for chargeback while buying vip from player 2
if player 1 can prove he bought vip from player 2 and player 2 did indeed chargeback, in my opinion it would only be right to ban player 2 for chargeback rather than banning both for it because the chargeback is outside the control of player 1
